On October 22, 2004, President George W. Bush signed into law the American Jobs Creation Act. Intended to repeal the extraterritorial income exclusion, which was ruled an illegal trade subsidy by the World Trade Organization, Congress expanded the act to cover a wide range of business tax provisions, including the following provisions on expensing, depreciation, and benefits programs.
