There has been much confusion regarding new versus established patients when the patient has been seen by a different practitioner in the same group. The Centers for Medicare and Medicaid Services (CMS) and the American Medical Association (AMA), which develops and maintains the current procedural terminology (CPT), had different interpretations regarding this issue until two years ago.
