As I write this, the first test in the 2008 Presidential election is less than a month away, and that is having an effect on legislation especially in the health area. Iowa insists its caucuses must be the first Presidential test, and New Hampshire law requires that its primary be the first in the nation. For years, the other states watched while these two states garnered all the attention of the candidates, media, and electorate as well as the money spent by those groups.
