As 2006 drew to a close, the competitive landscape of the hospital industry took on a few new contours. The nearly three-year-old moratorium on specialty hospitals was allowed to expire; the Centers for Medicare & Medicaid Services (CMS) initiated a three-year program to alter the prospective payment system for inpatient services; and a couple of hospital associations offered an updated definition of “community benefit.”
